Read the Teams Phone row differently from the rest. Every other line is an all-in price that already includes calling. On E5 the phone system is bundled at no extra charge, but PSTN calling is not, so the phone line item is the calling plan alone at roughly $7 per user through Microsoft. That is also the half worth negotiating: Microsoft license pricing is fixed, while Operator Connect and Direct Routing rates are not.
