Note the shape. The published rate falls only about a third across the range. The negotiated gap does the rest, and it is not a straight line. It steps up once you clear five seats, flattens again in the 51 to 100 band, then opens widest above 250 seats.

Fifty seats on Phone System lists at $22 per user per month, so $1,100 per month or $13,200 per year before taxes. Add-ons that change the bill

The per seat rate is rarely the only line.

  • Toll free numbers and minutes. The number carries a monthly charge and inbound usage is billed per minute on top. Model the minutes. This is the most common reason a bill comes in over the quote.
  • Extra direct dial numbers. One local number per user is normally included. Departmental, second line, and vanity numbers are priced separately per month.
  • International calling. Not in the base plan. You buy an unlimited bundle per user or pay per minute by destination. Ask for rates to the countries you actually call.
  • AI transcription and call summaries. Priced per user per month. If AI matters to you, compare the loaded number against Dialpad, which includes it on every plan.
  • Contact center seats. Queues, skills based routing, and supervisor tooling live on the CX plan as a separate SKU. Agent seats cost meaningfully more than standard seats.
  • 10DLC registration and 911. A one time texting registration fee, plus a mandatory per line 911 charge.

Taxes, fees and surcharges

Every price on this page, and on GoTo's own site, is before tax. Business VoIP is regulated telecom, so Universal Service Fund contributions, regulatory recovery fees, 911 fees, and state and local telecom taxes get added. Together they typically add roughly 10% to 20%.

Contract terms and what drives the price

Four levers set your final number.

  • Annual versus month to month. Monthly costs about 15% more per seat, gentler than most. Zoom Phone, Dialpad, 8x8, and Nextiva all charge closer to 20%.
  • Term length. One, two, and three year terms are available and each step buys a lower rate. Under 100 seats, two years is the sensible middle.
  • Seat count thresholds. The rate card steps at 6, 11, 25, 51, 101, 251, and 500 seats. Sitting just under one, buying up to it can lower your rate enough to pay less in total for more seats.
  • Bundling contact center. CX seats raise contract value, and contract value buys discount. If contact center is on next year's roadmap, negotiate it now.

Auto renewal is standard. Most agreements roll into a new term unless you give notice inside a set window, commonly 30 to 60 days out. Early termination usually means paying the remaining term value, so calendar the notice date the day you sign.

Hidden costs and what surprises people

  1. The renewal, not the first quote. The aggressive discount lives in term one. Unnegotiated, term two can come back near list.
  2. Counting seats wrong. The warehouse phone, break room phone, conference room phone, and fax line all consume seats. Budgets built on headcount often run 15% short.
  3. Toll free minutes. Worth repeating. The single most common overage.
  4. Network readiness. Not on the phone bill, which is why it gets missed. Old switches, an undersized circuit, or no quality of service setup will make good VoIP sound bad.
  5. Overlapping service at cutover. You pay for the old system and the new one for a few weeks while numbers port.
